In Thailand, everything can. Four or five person on one tiny motorbike, also can. No helmet, also can. Standing, dangling to moving pick-up truck, also can. Motorbike as a taxi, also can. These are photos I took from Penang bridge, through Kedah to Perlis and into Thailand.
